Uniquely qualified by both experience and training, Chief Baca:
- Is the Chief of Police for a metropolitan law enforcement agency in the Denver metro area.
- A decade of experience as an attorney in private practice. Chief Baca received his J.D. Degree from the University of Denver School of Law in 1988 and became a member of the Colorado State Bar in 1990 (Registration #19443).
- Graduate of the 216th Session of the FBI National Academy in 2004. Chief Baca was also selected by his peers as class spokesman to deliver the graduation commencement speech.
- Eight years with the Jefferson County Sheriff’s Office, the last four of which he spent leading the Criminal Investigations Division.
- Fifteen years with the Denver Police Department. Chief Baca joined DPD in 1975 as a patrol officer, and went on to work in Property Crimes, Internal Affairs, Vice/Narcotics and the Gang Unit.
- An instructor at numerous Colorado area law enforcement academies and colleges, including Metropolitan State College of Denver School of Professional Studies.
- Serves as an Assessor and Team Leader for the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA), as well as evaluating the training programs of other agencies nationwide for compliance to applicable training standards.
Qualified by experience and training, Chief Baca is also gifted with the skill and ability to present legal issues affecting the law enforcement professional in a clear and concise manner useful to the officer in the field as well as the student and training officer.
